Measurement of Innovation Efficiency of SEIs Considering Unexpected Output
Abstract
Abstract. Green innovation development of strategic emerging industries (SEIs) is very important. Firstly, an SBM model considering unexpected output is constructed to measure the innovation efficiency of China's SEIs considering environmental pollution from 2009 to 2015, and compares it with the traditional DEA efficiency measurement results. Then, from the perspective of industry heterogeneity, the innovation efficiency of different industries considering unexpected output is analyzed in depth. The results show that: the value of innovation efficiency calculated by SBM model with unexpected output is more in line with the actual situation, and the development of SEIs has the problems of environmental pollution and high energy consumption. The heterogeneity of efficiency value industry is obvious, and the efficiency value of automobile manufacturing industry, instrument manufacturing industry and computer, communication and other electronic equipment manufacturing industry is higher than other industries. The results can provide reference for the correct understanding of the innovation and development of SEIs, and for relevant departments to formulate differentiated green innovation development policies for different industries.
