The Rule of Law Order and its Realization in Discipline Construction

Abstract

The rule of law should be a dynamic state of real time governance which is closely combined with the real society. At present, China's higher education is setting off a "Two first-class" construction wave leading by the construction of first-class discipline. The "Two first-class" construction area need to establish specific laws and regulations, with the unity of the legal norms of the universality and the law applicable to the regulation of discipline construction in various activities and behavior, promoting a utility goal of discipline construction, realize the historical mission of higher education. The formation of the rule of law order in the discipline construction faces many challenges, such as regional differences, legal suspension, pluralism of the main body of power and so on. It needs to build up a system of regulation through the cohesion and integration of ideas, clarify the power boundary of the main body, and promote the formation of "Two first-class" construction of all related subjects, which are interdependent and contract based disciplines, and the rule of law order.
