Research on the Assessment of Government Purchasing Home-Based Care Services for the Elderly: A Contradiction Between Cognitive Level and Satisfaction Rate
Abstract
Since the implementation of government purchasing home-based care services for the elderly, the third-party assessment constantly followed up from the supervision and promotion role. This study analyzes the results of the third-party assessment, in order to promote the performance evaluation, and furthermore promote the government purchasing home-based care services. Using the third-party assessment in B City in 2016, the study estimates the effect of the third-party assessment of government purchasing home-based care services for the elderly, especially the level of awareness and satisfaction. Stata 13 was used in this study to analyze and process data. The evaluation of government purchasing home-based care services for the elderly in B city suggests that home care service paid by government for the elderly got high degree of satisfaction with little cognition, which indicates that there are cognitive bottlenecks in the service process and delivery process. In other words, social organizations which offer services, however, provide what the elderly do not really need, thus lower the efficiency. On this basis, the study puts forward some policy suggestions from the community, the executive body and the government level to achieve the real satisfaction of the elderly and the better performance of the government procurement of home care services.
