Research on Regional "Internet +" Government Service Industry Alliance Based on Ecosystem

Abstract


This paper researches how to build an alliance and its development model to meet and adapt to the demand of the "Internet plus" government service construction. Based on the supply and demand analysis of capital, technology, talent, information, service and innovation in the ecosystem of "Internet +" government service industry. Our alliance takes product and technology providers, system service providers, research and talent service providers and evaluation and certification service providers as main members, and constructs Innovation Chain, Talent Chain, Capital Chain, Policy Chain and Collaborative Innovation Service Platform as the development model. The Innovation Chain breaks the constraints of industrial development bottlenecks; Capital Chain raise capital for activities of industrial supply and technological innovation; Talent Chain Trains innovative talents, and provides service of talent sharing; the Policy Chain provides operational support services within the alliance, and strives to obtain relevant policy support from outside the alliance. It is shown that this alliance development model can effectively promote the development of alliance members and related industries, and enrich the regional innovation system.
