Comparative Analysis of Chinese and Foreign Innovation Vouchers Policy and Practical Enlightenment

Abstract

In the context of “mass entrepreneurship and innovationâ€, the formation of replicable and propagable experience in the domestic has become an important and urgent issue. By using text analytic method, this paper compares innovation voucher policies of 10 countries or regions in China and foreign countries from the following three aspects: policy goals, policy objects and policy tools. It mainly focuses on the commonalities and differences between Chinese and foreign innovation voucher policies. Finally, combined with experience and lessons from the implementation of innovation voucher policies at home and abroad, the countermeasures and suggestions for the improvement and promotion of innovation voucher policies are put forward according to China’s national conditions.
