On Constructing the New Ecology of Regional Special Education

Abstract


Since the conditions of special education in China has been greatly improved, the students receiving special education are distinctly increased and the quality of special education are significantly enhanced. However, realizing the aim of overall improvement of special education quality to assure suitable education for the disabled children who have learning ability needs to abolish some institutional barriers through deepening the comprehensive reform, to construct a government-led work pattern that is coordinated with other departments and involved all parties, to form a finance-focused security mechanism that is supported by the society and covered everywhere, to integrate a reasonable lay out education system that connects the learning segments and exchanges the general education with the occupational education, to construct a new ecology of sustainable development favorable for special education.
