China’s National Higher Education Internationalization Policy and Response Policies of Five Provinces and Cities
Abstract
The internationalization policy of higher education in China is widely described with "opening-up in educationâ€. By analyzing the national higher education internationalization policies introduced since the founding of new China, it can be found that the internationalization process of higher education in our country has experienced from "fragmented" to "widened" and then to "deepened". "Characteristics" and "Quality" have become the key words of China’s higher education internationalization policies. The research of current higher education internationalization policies in Guangdong, Liaoning, Zhejiang, Beijing and Shanghai has shown that the provincial higher education internationalization strategies are closely integrated with the national strategy and also highlight the regional characteristics. The national and provincial educational policies have indicated the direction for higher education institutions to avoid possible problems.
